Some consideration must be given to who will be best suited to move to Oceanic City. Presently such designs target upper middle class and rich individuals. Freedom Ship and Nexus Floating City will seek to gain its population from the Industrial Nations.

 Oceanic city will seek to gain a majority of its inhabitants from poverty stricken nations where resources and over population are hitting the hardest.

Oceanic city would be operated by a corporate interest seeking to develop large scale mariculture, therefore the majority of its population should be suited to this industry and should desire to work for such a company. It is assumed that most Westerners already have jobs and have no need to seek life on the ocean. 

 The company town has worked before in history, with the application of new ideas and knowledge it is possible that the corporate town would make an ideal model on which to base Oceanic City in its initial phase.  It would provide education, medicine and the living space plus all of the comforts of community. 

Third world people would not expect extravagant wages either, for what passes for minimal wage in the USA is a kings ransom in most undeveloped nations. The corporation could still pay for the operating costs and pay the wages (at minimal rates) and still make a minimum profit from the venture, while providing job opportunities for disadvantaged people which would be better than any wage they could expect in their native homelands.

Unlike current sweat shop industries, Oceanic City would seek a population of families where the parent or parents would work and the children would be provided with basic education. Basic education and higher education for the work force and the future work force. Oceanic City will not only seek to sustain itself in goods and products but would also seek to sustain its population as well.
